In 2008, Hollywood Park was run by Terrence Fancher, who opposed the gaming compact initiatives that, it was perceived, threatened the horse track's business Fancher believed that if slot machines were not made available that he would no longer be able to operate at a profit.

Fancher co-sponsored a veto referendum, hoping that voters would reject the gaming compacts. Fancher also funded two lawsuit against the compacts, and released an analysis of the compacts that argued that they would not benefit the state as much as the Coalition to Protect California's Budget & Economy claimed.

Pechanga representative, Jacob Mejia, said Francher was mistaken if he believed he could force demands on the proponents of the compacts. 'He is absolutely overplaying his hand,' said Mejia.[1]

Ballot measure activity

In 2004, Hollywood Park spent $20 million trying to pass California Proposition 68 (2004), which would have allowed slot machines to be operated outside of tribal grounds. The voters rejected it by 83.8 percent.[2]

In 2006, the Californian horse racing industry unsuccessfully pushed the legislature for 13,000 new video gambling machines that re-run historic horse races.
